Classifications sit in code. Pay plans are adopted by ordinance or by rule. Recommendations that cannot survive a public meeting, a union, a council and a legal review are not recommendations, they are opinions. In Richmond, the City Council voted to adopt our classification and compensation recommendations for the Council Liaison role in December 2023 and put the change through as legislation the following February. That is the path we draft for.

Confidential surveys administered through a third party, paired with interviews across leadership, staff, budget and finance. Ninety-one percent of a city HR department answered ours. Fifty-eight employees of a roughly ninety-person federal regional office answered the next one, and a further forty registered for focus groups on top of it. Employees answer honestly because the instrument is not run by us or by you.

We leave instruments behind, not a report.

Position descriptions, service level agreements with measures, certification charts, facilitator workbooks and benchmarking structures your own staff can operate and update. A federal regional office took one recommendation out of the plan we delivered, stood up a standing twelve-member internal council using the recruitment language we supplied, and wrote to tell us so ten weeks later. In Richmond the sponsors moved on, the administration changed, the department restructured, and the instruments were still running. That is the whole test.

City of Richmond, Virginia

SUBCONTRACTOR, THEN PRIME

2022 – 2024 · three engagements

A capital city of roughly 4,000 employees and 226,000 residents, across three engagements and both branches of a Council–Mayor government. We entered in 2022 two tiers below the prime on someone else's contract. We returned in 2023 as a direct subcontractor to a prime. By October 2023 we held the citywide compensation and classification study as prime contractor in our own right, with our own City supplier number and purchase order, and an analytics partner subcontracted beneath us. Nineteen months from the third tier of a subcontract chain to the top of one.

 

For the administration. An assessment of how the human resources department was actually built — a confidential employee survey at a 91 percent response rate, interviews running from the Mayor and the Chief Administrative Officer down to staff already on their way out, and a review of the department's own prior audits and budget history. It produced a redesigned structure with new division chief roles for talent acquisition, employee relations and benefits; eighteen rewritten position descriptions; an HR service level agreement with performance measures; and a recommended professional certification chart. Then, as prime, a citywide study of approximately 500 uniquely classified positions — a peer pool of 226 cities and counties narrowed by cluster analysis to twenty and then to four neighboring localities, with positions grouped along the City's own eight collective bargaining sets rather than a generic job-family model, and fifty roles identified for adjustment.

 

For the City Council. A market and compensation analysis of the Council Liaison classification, built from seventeen interviews and job audits covering all nine incumbents, two thirds of the Council and four external stakeholders, with nine peer municipalities profiled in depth and twenty ranked — delivered as a sixty-seven page report with eleven appendices and presented in closed session to the Council's Organizational Development Standing Committee. The Council voted to adopt the recommendations on 27 December 2023, reclassifying the role and moving compensation to the midpoint of the range we recommended, and the change went forward as legislation in February 2024.

 

The City publishes its own workforce numbers. Open HR audit findings moved from 35 to 6, average days to fill a vacancy from 226 to 127, turnover from 12.2 to 9.4 percent, and the vacancy rate from 16.0 to 12.3 percent — across years in which we were no longer engaged. These figures come from the City's own published record — City Auditor reports, budget documents and materials presented to City Council. U.S. Department of Agriculture, Food and Nutrition Service

PRIME · MID-ATLANTIC REGIONAL OFFICE

2021 – 2022

A complete organizational assessment for a federal regional office of roughly ninety employees, quoted alongside two other firms under simplified acquisition procedures and awarded on a firm-fixed-price purchase order. We designed and fielded a custom employee survey that returned 58 responses over a two-week window, with response rates reported to the client twice weekly while it ran. We facilitated four focus groups that a further forty employees registered for, segmented between management and staff. Findings were briefed three separate times — to the regional steering committee, to the management team, and to the entire workforce with a communication plan attached — and close-out delivered a written strategic outline of recommended next steps, structured so the office could select objectives and attach its own strategies, targets and owners.

Ten weeks later the office wrote to say it had taken one of those recommendations and stood up a standing twelve-member internal council, using the member-recruitment language we had supplied. It then came back to buy the council's own prioritization session and an all-staff workshop that twenty-eight employees signed up for voluntarily, including the region's two most senior officials. This is the federal engagement that covers the full arc from diagnosis to governance to adoption, and it is the closest federal analogue to the municipal work above.

National Aeronautics and Space Administration

PRIME · ARMSTRONG FLIGHT RESEARCH CENTER

2020 – 2021

Three training awards issued through the NASA Shared Services Center — all-inclusive firm-fixed-price, with price reasonableness documented against a prior federal engagement and 508-conformant materials written into the award. Seven sessions delivered: two all-hands courses authorized for the center's 1,400-person workforce, and a five-session facilitator development program that certified a sixteen-person internal cohort, with a participant workbook, a facilitator guide, assigned pre-reading and a completion certificate issued to every member. Three different client-mandated platforms across the engagement — Adobe Connect, WebEx and Microsoft Teams — each with a rehearsal, and NASA-supplied sign-language interpretation and closed-caption support coordinated at the dry run.

It is also our best evidence of what happens when policy changes mid-delivery. A 2020 change in federal training guidance paused the program after the first facilitator session. NASA cancelled nothing: the funds stayed obligated for nine months, the agency asked us to revise a course description against the new guidance and had the revision back within the hour, and the remaining scope was rebuilt and delivered a year later — with the agency adding a fifth session and additional funding along the way. All three awards were delivered in full and collected in full.

U.S. Customs and Border Protection

PRIME · LOS ANGELES FIELD OFFICE

2020 – 2021

A direct prime purchase order from CBP's Border Enforcement Contracting Division, executed within roughly a day of first contact with the contracting officer, covering a management module for a contracted population of 271 Los Angeles Field Office managers. We were the only external vendor on the bill of the agency's own mandatory leadership workshop, sharing the agenda with CBP's Leadership Development Center, its headquarters Privacy and Diversity Office and its Office of Professional Responsibility, opened by the Director of Field Operations. Seven sessions ran between January and April 2021 on CBP-hosted Microsoft Teams, two of them make-up sessions delivered inside the same fixed price so that managers who missed their slot were not left out. Invoiced through Treasury's Invoice Processing Platform and approved for payment six days after submission.

Federal Aviation Administration

PRIME · FIVE BUYING OFFICES

2020 – 2024

Five independent buying offices over four years — headquarters policy, NextGen, the UAS Integration Office, the Office of Airports Southern Region, and the Eastern Service Center, which convened its Central and Western counterparts into shared sessions. More than a dozen sessions in all. Four of the five offices bought more than once; the headquarters office bought in four different calendar years, and NextGen bought three sessions in twelve weeks, one of them for the agency's entire intern cohort. Two of the five offices found us on internal word of mouth alone, with no proposal and no marketing. Not one delivery was cancelled by us.

Three things here are worth a contracting officer's attention. We issued completion certificates built from participant rosters the client corrected and returned, so the records are agency-validated. When a Deaf analyst requested CART captioning through FAA's own reasonable-accommodation point of contact, we coordinated the captioner into the session, ran a pre-session technical check and opened the room early to assign captions — not for the first time in that agency. And when FAA challenged a course objective against then-current federal training guidance, we returned a compliant revision the same afternoon, and the office put in writing that our package was compliant. Content for one course was cleared through FAA's Office of Civil Rights before it was allowed to run.

U.S. Environmental Protection Agency

PRIME · REGIONS 1, 9, AND 10

2021 – 2022

Four engagements across three regional offices — Boston, San Francisco and Seattle — bought under four different mechanisms: a vendor form with no solicitation, a sole-source award paid by government purchase card, two SF-182 training authorizations against regional purchase orders, and a formal competitive request for quotation.

Each region came to us on an unprompted referral from another EPA office, and two of the three said so in their opening email. Region 1 made both sessions mandatory — the first ordered for all supervisors and senior leaders, the second for the entire regional workforce by direction of the Deputy Regional Administrator — and the region's training officer recorded that 88 percent of the workforce was connected at peak. Region 9 bought twice. The second time, told that a solicitation was unavoidable, it ran a competitive RFQ requiring a pre-award consultation with the branch manager, a minimum session length, 508-compliant course material available on request to employees with vision impairment, and a stated cancellation policy. We met each requirement and were awarded at the price we quoted.

U.S. Department of Health and Human Services

PRIME · FOUR OPERATING DIVISIONS

2020 – 2024

The Food and Drug Administration, the Office of Medicare Hearings and Appeals, the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention — four operating divisions with no common buyer, no shared vehicle and no agency-level relationship between them, bought under four entirely different mechanisms: an SF-182 processed through the Program Support Center and paid by Treasury electronic funds transfer, a letter of intent, a certified and obligated action paid by ACH, and purchase orders. One field office referred us to a sister office unprompted a month after delivery. One paid in full thirteen days before the first session against an approved SF-182.

The most recent work is the most representative. Two leadership sessions for CDC's Office of Safety, Security and Asset Management in July and August 2024 — Future of Work: Key People Skills for Leadership Success, and Unbiased Leadership: Navigating Managerial Bias in Performance Management — delivered with closed captioning at the office's requirement, with rosters collected and completion certificates issued for both.

U.S. Bureau of Reclamation

PRIME · YUMA AREA OFFICE, THEN THE COMMISSIONER'S OFFICE

2020 – 2021

The Yuma Area Office built two of our sessions into its own Professional Leadership Development program for its Area Manager and fourteen supervisors. Twenty-one months later the same client, by then at Reclamation's Commissioner's Office in Washington, brought us back for the agency-wide administrative professionals program, where the session drew more than a hundred attendees. Both purchases were made by the program office and paid in full before delivery, at a per-session rate more than a third higher the second time.

National Labor Relations Board

SUBCONTRACTOR TO A GSA SCHEDULE HOLDER

2021

The NLRB's Office of Employee Development contracted a four-course training program through a prime holding a GSA Multiple Award Schedule. The prime task-ordered us for two of the four courses, and we delivered the first to a headquarters audience of roughly sixty-five in June 2021, holding our own intellectual property position through the prime's standard agreement. We hold no NLRB contract number and no performance rating for this work; the contracting relationship was with the prime, and we say so rather than let it read as an agency contract. We include it because it is the cleanest evidence on this page of how we operate underneath a schedule holder.

Federal Executive Boards

PRIME · ATLANTA AND GREATER LOS ANGELES

2020 – 2021

Open-enrollment leadership sessions for the interagency boards that convened federal leaders across their regions — one a nationwide virtual session that filled its thousand-seat capacity and ran a waitlist, another restricted to agency leaders at five seats per agency with a waitlist behind it. The Atlanta board's coordinator attended the Los Angeles session as a participant before buying, then paid in full in advance, against his own stated policy of paying after delivery. Federal Executive Boards were dissolved in March 2025. We list this because it is real past performance, not because a reference can still be reached.

What it means in practice is that an eligible Oregon purchaser can order against it, within the agreement's scope of work, without running a separate procurement. Past performance above is presented by scope and period. Past performance evaluations are addressed within solicitation responses rather than released on request. Most of the federal work above was bought below the reporting threshold, under purchase orders, SF-182 training authorizations and government purchase card, so it will not all appear in federal award data.

If the requirement already sits under a prime's contract, the fastest route is often a subcontract rather than a new award. A prime may accept a written representation of size and socioeconomic status from a subcontractor, and may not require a SAM registration for that purpose. We will provide a signed size and status representation letter on request, ahead of a teaming agreement rather than after it, so your procurement file is complete from the start.

Government deliverables have obligations attached that commercial ones do not. We would rather set the expectation here than negotiate it at delivery.

Participant guides, slide decks, job aids, reports and recorded sessions are prepared for Section 508 conformance — reading order, alternative text, color contrast and captioning — measured against WCAG 2.0 Level AA for Section 508, and WCAG 2.1 Level AA where a state or local entity's ADA Title II obligations apply. An Accessibility Conformance Report is available on request.

This is not a new promise. 508-conformant materials were a condition of a NASA award we delivered against and a requirement in an EPA request for quotation we won. We have coordinated CART captioning through an agency's own reasonable-accommodation point of contact, delivered alongside an agency-supplied sign-language interpreter, and provided closed captioning where a CDC office required it.

Confidentiality of respondents.

Surveys are administered anonymously through a third party. We do not release verbatims, individual scores, or anything that would identify an employee who answered a confidential question — to the agency, to a prime, or to anyone else. Where a demographic group is small enough that a chart would identify its members, we report it in narrative rather than graphically. That is the basis on which people tell us the truth.

Findings are written on the assumption that an auditor, a council, a union and a reporter will read them. That constraint shapes the drafting from the first page rather than being applied to it afterwards. It is also why the Richmond work survived a change of mayor, a change of chief administrative officer and a departmental restructuring without being reopened.

Attendance rosters returned to the client for correction and issued back as validated records, completion certificates per participant, session takeaway documents and curated resources, and an invoice carrying the course name, training dates and order reference your finance office needs. Where your security posture requires your platform, we deliver on it — and rehearse on it first.
